BOARDROOM CHATTER - SEPTEMBER 2007

The Polk Place Board of Directors’ most recent meeting took place on Thursday, August 16, 2007 at the Polk Place Drive home of Bob and Judy Buelterman. Those in attendance included Board members Laurie Battles, Bob Buelterman, Todd Carter, Joy Chapman and Bill Veevers. Design and Oversight Committee members Gary Battles and Kevin Whitson, Social Committee Chair Stacy Whitson and Neighborhood Watch Director Mike Skinner were also in attendance.

Mike Skinner gave a report on the status of our new Neighborhood Watch program, mentioning that the first meeting of the twenty-five residents who have committed to participate as block captains will be held at his home on Tuesday, September 11, 2007. He stressed the need for continued recruitment of captains as some turnover is expected. There is widespread enthusiasm for this project and all signs point to success.

The Treasurer’s report included the news that all dues and pool fees have been collected.

Old business included a discussion of traffic calming in key areas in the neighborhood with special emphasis on Polk Place Drive. Recent tickets written by local police have slowed some neighbors. However, Carl Baughman with the City of Franklin is still working to install temporary speed-registering devices here as soon as warranty snags are ironed out on the equipment. Board members are still pushing for speed bumps. The Neighborhood Watch may also be used as a vehicle for reporting those who speed excessively.

Bill Veevers reported that he will oversee installation of benches in the pond areas when the weather cools.

The Design and Oversight Committee matters discussed included the presence of a camper stored in plain view. This was unanimously considered a use of property which detracts from the aesthetic appeal of the neighborhood and a clear covenant violation. Other matters discussed included residents allowing pets to leave their property without restraint, trash cans stored within view from the street and the on-going issue of residents leaving basketball goals in the street and allowing children to play in the street with them, which is a clear violation of city law. The presence of basketball goals which have deteriorated was also discussed. Any unsightly item on a home’s premises in plain view is an indisputable covenant violation.

The Welcome Committee, with Laurie Battles as chair, is to be re-established. Judy Buelterman will be a committee member. These two ladies will work to recruit other residents to this committee in an effort to get new neighbors involved in the Polk Place Neighborhood Association and in to make them feel a part of our community.
